PERMIT TYPES AND REQUIREMENTS
Building permits are required for residential and commercial construction, remodeling, decks, some fences, re-roofs, some sheds, and other building or land improvements.
- Residential building handout - when permits are required
- Commercial building handout - when permits are required
Land use and zoning permits are required for a number of projects, uses, or activities, including but not limited to:
- Sign permits and historic preservation review.
- Lot line adjustments and land division.
- Short term rentals, home occupations, and temporary use permits.
- Critical areas, shoreline, and flood development permits.
Street development and minor improvement permits are for work that is conducted in the public right-of-way (ROW), including but not limited to:
- Repairing or replacing water, sewer, and other utilities in public ROW.
- Removing, pruning, or planting trees in the public ROW.
- Establishing gravel/paved parking or extensive landscaping in the public ROW.
- Extending sewer, water, and roads in the public ROW.
Permits from other agencies may also be required:
- Electrical permits: Washington State Department of Labor and Industries.
- Demolition and asbestos notification: Olympic Region Clean Air Agency.

PERMIT ASSISTANCE

- Visit the permit counter at City Hall during walk-in hours: Monday to Thursday from 9:00 am to 1:00 pm. City Hall is closed to the public on Fridays.
- Schedule a Customer Assistance meeting: If you have a complex project or significant questions regarding property development, schedule a meeting on the online permit portal to have your questions answered by building, planning, and public works staff.
- Use the secure drop box located outside City Hall to drop off permit fees after hours. Permit fees can also be paid online through the permit portal.
- Consider professional assistance: If you require assistance developing or submitting application materials (site plans, building plans, etc.) you may need to hire a design professional or permit facilitation professional. The Jefferson County Home Builders Association maintains a list of contractors, design professionals, and permit facilitators.

Permit fees vary by project as some fees are a fixed cost while others are based on project valuation. View permit fee lists here for building, land use, and public works permits. Permit technicians can also provide you with a fee estimate for your project.
CODE REQUIREMENTS
Know the code requirements before you start your project to avoid permitting delays. If your permit application/plans do not meet code requirements you will receive a deficiency letter requesting revisions and/or additional information.

- Title 17 Zoning (zoning districts, commercial design, signs, tiny houses on wheels, temporary uses, conditional uses, short term rentals, etc.)
- Title 18 Land Division (lot line adjustments, plats, subdivisions)
- Chapter 19.05 Critical Areas (wetlands, bluffs, and other environmentally sensitive areas)
- All PTMC codes
- Engineering Design Standards (water, wastewater, stormwater, streets and transportation)
- Fences, retaining walls, right-of-way trees, maintenance, and landscaping
- All forms, documents, and informational handouts
Do not begin any work until your permit is issued. Work without a permit will result in the City posting a stop work notice and/or other code enforcement actions.
