Invitation to Bid
In accordance with competitive bid requirements set forth under RCW 39.04.155, Small Works 
Contract Procedures, the City of Port Townsend invites interested bidders to submit a bid for 
this solicitation. Contractors who bid on this project must be registered on the Small Works 
Roster by the time bids are due, for Mill Road and Discovery Road Improvements up to the 
hour of 2:00 p. m., Pacific Local Time, Wednesday, October 15, 2025, and will be publicly opened
and read aloud at that time on the same day in the Port Townsend City Hall, 250 Madison St,
Suite 1, Port Townsend, Washington in the second-floor conference room.

Summary of Project 
This Contract includes, but is not limited to, the following work: traffic control; installation of 
new catch basins and storm sewer pipe with minor outlet protection; ditch construction,
pulverizing the existing asphalt pavement; grading and compacting subgrade; placing crushed 
surfacing; paving with hot mix asphalt; installation of permanent pavement markings; erosion 
and sediment control; protection of existing utilities; adjustment of appurtenances; and final 
site cleanup; and other work, all in accordance with the attached Contract Plans, these 
Contract Provisions and the Standard Specifications. 

The Engineer’s Estimate is $278,316

through City of Port Townsend’s website at www.cityofpt.us/rfps. Please contact City of Port

electronically.

The Contract Work shall be Physically Complete within 20 Working Days from the Notice to 
Proceed.
